When you have no skill at fixing things, you look into blame management instead. Its a common strategy among the incompetent, and among people who have never managed a group larger than 2 or 3 underlings before. Its trying to do what you can to throw the wolves off the scent of failure. Give people anything else to talk about rather than the deficit, or cost of federal pensions, or national debt.
