What's the name of this old movie?

I need help finding this movie I remember only a little bit of the movie when I was younger like 4 or 5. Well It's a old 1998 probably kids movie and all I remember was this scary falcon and I think these two white guys... but I cant remember if the little main characters of the story were dogs or something all I know it was a pack .... it's kinda illustrated like peter pan but no similaritys to both the movies just the illustration .. I need help finding out what it is. OH yeah and these berries are what i remember
