Is a Wendy's frosty a milkshake or an ice cream?

I worked at Wendy's for a short period of time. The frosty mix most closely resembles chocolate milk. But not the thick kind of chocolate milk like you might buy at the store it is more like thin chocolate milk. Like if chocolate milk were made with 1 percent milk. It is somewhat like a chocolate slushi.
