My paychecks from work are starting to bounce, any advice on who I should take this to?

I doubt the guy is gipping you, most likely the company is having cash flow problems and probably isn't to far from going under. If I were you, I would try to find another job. You can call the BBB or even threaten legal action but sadly this doesn't exactly magically solve the company's lack of capital. Best bet is to hopefully talk with the person in charge, and try to collect your paycheck. Then get the hell out of there.
